SME Packages – Digital: fund your Odoo project in Luxembourg
The Ministry of the Economy covers 70% of eligible costs on digitalisation projects worth between EUR 3,000 and EUR 25,000 excluding VAT — and an ERP is explicitly in scope. The scheme
What SME Packages – Digital pays for
A support programme run by the Ministry of the Economy for companies established in Luxembourg. It funds three families of project, and an Odoo deployment can fall into any of them.
Digital marketing
Creating, developing or improving your website, and running social media campaigns. On Odoo: a new site or a redesign with lead capture, an online shop, email campaigns and the analytics behind them.
Management system
An ERP, a cash register, or software specific to your trade. This is the heart of an Odoo project: sales, purchasing, inventory, projects, accounting and CRM in one system instead of five disconnected ones.
Electronic invoicing
An ERP with a dedicated e-invoicing module — which in Luxembourg is no longer optional for anyone invoicing the public sector. Odoo handles it natively as part of the same accounting flow.
The three can be combined in a single package, which is usually the sensible move: a website that feeds a CRM that issues compliant invoices is one project, not three.
Eligibility and amounts
Who qualifies, and how much you get back
Your company qualifies if it holds a business permit issued by the Ministry of the Economy, meets the SME conditions in terms of staff, annual turnover and annual balance sheet, and has its registered office in Luxembourg.
The project has to be worth between EUR 3,000 and EUR 25,000 excluding VAT. Below the floor the scheme does not apply; above the ceiling, only the eligible part counts. You and your provider agree on the quote together before the application is submitted.
The aid is 70% of eligible costs, which puts the maximum at EUR 17,500. It is a reimbursement: you pay the provider's final invoice, and the Ministry of the Economy pays you back once the package is in place and the file is closed.
The aid is granted under the European de minimis regulation (EU) 2023/2831, so it counts against your company's de minimis ceiling alongside any other small state aid you have received.
The procedure
Six steps, and the order matters
The scheme has its own sequence. Getting it wrong — starting the work before the decision, above all — is what costs companies the aid.
1. Pre-analysis
You book an appointment with the House of Entrepreneurship of the Chamber of Commerce, or with the eHandwierk department of the Chamber of Skilled Trades and Crafts if you are a craft business. They review where you stand on digitalisation and identify the priority actions. This step is mandatory.
2. Package and provider
You choose your package and the provider that fits. Together you define a quote between EUR 3,000 and EUR 25,000 excl. VAT. This is where Captivea comes in: we scope the Odoo project so it lands inside the bracket and inside the eligible categories.
3. Application
Your adviser at the House of Entrepreneurship — or the eHandwierk adviser — completes the aid application with you. We supply the technical and project content: current situation, target solution, deliverables, planning and costed lines.
4. Decision
The Ministry of the Economy reviews the file and decides. Do not start the project before this decision. It is the single most common way to lose the aid on an otherwise perfectly eligible project.
5. Implementation
We implement the package as approved: configuration, data migration, integrations, user training and go-live. Scope changes are possible but have to stay consistent with what was submitted, so we flag them rather than absorb them quietly.
6. Assessment and reimbursement
Once our support ends, an evaluation meeting measures your satisfaction and the savings achieved, and closes the file. You pay our final invoice; the Ministry reimburses 70% of the eligible costs.

- run our own analysis of your current tools and processes, alongside the chamber's pre-analysis;
- shape the scope so the project is worth doing on its own merits and happens to be fundable, rather than the reverse;
- produce a detailed quotation broken down by task and cost, in the form the application expects;
- draft the technical and project sections of the file with you and your adviser;
- implement, migrate, train your users and support the change;
- supply the invoice and the evidence you need for the reimbursement request.
How much of that you want from us is your call. Some clients take the whole path from first meeting to reimbursement file; others already have an adviser and only need the implementation and the paperwork that goes with it. What goes wrong
Five ways companies lose the aid
- Starting before the decision. The most frequent and the most costly. Signing the order or kicking off the project before the Ministry has ruled disqualifies the costs.
- A vague project. “Digitalise the company” is not assessable. Named tools, named deliverables and a measurable before-and-after are.
- Scope that drifts outside the eligible categories. Hardware, recurring subscriptions and internal time are not treated like implementation services. The split has to be made in the quotation, not discovered at reimbursement.
- Changing provider mid-project without telling the administration.
- An incomplete reimbursement file — invoices that do not match the approved quotation line by line, or missing proof of payment.
None of these is difficult to avoid. All of them are difficult to fix afterwards, which is the argument for involving the provider before the file is submitted rather than after.

Frequently asked questions
The application is completed by an adviser at the House of Entrepreneurship, or at eHandwierk for craft businesses — that is part of the scheme, not an optional service. What you and your provider bring is the substance: the quotation, the description of the current situation and the target solution, the planning and the expected benefits.
The scheme funds the implementation of a digital solution, and the treatment of licences and recurring subscriptions is not the same as that of implementation services. We split the quote accordingly and let your adviser confirm the line-by-line treatment before submission — which is far cheaper than discovering it at reimbursement.
Plan for the pre-analysis appointment, the time to build the quote and the file, and the Ministry's review, before a single day of implementation. We build the Odoo planning backwards from the expected decision so there is no dead time between approval and kick-off — and no temptation to start early.
Then the package covers a defined phase of it. That is not a workaround: staging an Odoo deployment — management system first, then the website, then e-invoicing — is how we would sequence it anyway. The funded phase simply has to be coherent on its own and deliver something usable.
