Context

The package is a decision about scope, not about budget

The instinct is to pick the package that matches a budget. That is the wrong axis. What separates the three is how much of the scope is decided in advance: everything, in the Starter, which is exactly why it goes live in weeks; most of it in the Business, after a proper discovery phase; and only the first phase in the Enterprise, because a group can't know its own target in month one.

Choosing a package too small for your processes doesn't save money, it just moves the cost to a second project. Choosing one too large adds governance you don't need. The table below is there to place you honestly, including for cases where none of the three applies and what you actually need is a support engagement instead.

Start from what you can describe precisely today. If you can name one process and would accept standard Odoo for it, the Starter will be live before a discovery phase would have finished. If you can't describe the target without workshops, that's the Business, and the workshops are the first thing we sell you.

Upwards, yes, and it's a common path: a Starter on one flow, then a Business phase to extend to the other departments. Downwards, no — once a scope has been opened, it doesn't close again for the price of a smaller package.

No. The six steps are the same, including the right to stop after the specification. What changes is their weight: on a Starter, discovery is a kickoff meeting; on an Enterprise programme, it's several weeks per entity. The method is described on the offers and methodology page.

No. Odoo licences are billed by Odoo, per user and per app, and we have no margin on them — which is also why we have no interest in selling you more apps than you need. What they cost and how the editions differ is on the Odoo pricing page.

In France, Luxembourg and Singapore, often yes, and the packaged formats fit the schemes rather well because their scope is written down. See the public funding page — and start the file before the project, not after.
